"So you think it's possible that special counsel Mueller could legally indict a sitting president?"
The partial government shutdown began on December 22.
House Democratic leader Nancy Pelosi (D-CA) speaks to reporters following a border security briefing with U.S. President Donald Trump and congressional leadership at the White House in Washington, U.S., January 2, 2019.
The California Democrat is the only woman who has held the office and will join the few elected officials who returned to it.
Trump is demanding billions of dollars to build it, but Democrats refuse to give him the money.
As Pelosi plunks down bill after bill in front of McConnell and Trump, she'll be able to say, "We're doing our job - why aren't they?"
In excerpts of the speech she delivers to the House later Thursday, Pelosi vowed the new Congress would be "bipartisan and unifying" and "will debate and advance good ideas no matter where they come from". "Whether it's the wall or a derivative or a combination, that's what it means to move forward with border security". "Thousands of people are rushing the border". She responded Thursday, saying, "The president may not know this, but Hawaii is part of the United States of America". She is the only woman ever to serve as Speaker. "They need to set aside the politics and get to the policy of the issue".
But Ms Pelosi and Senate Minority Leader Chuck Schumer instead signalled that they saw a political opportunity to gain further leverage against the White House. It also would fund dozens of related agencies including the Environmental Protection Agency and Food and Drug Administration.
