A Category 4 hurricane can cause catastrophic damage, the hurricane center warned: "Well-built framed homes can sustain severe damage with loss of most of the roof structure and/or some exterior walls", the hurricane center said.
Coastal areas are likely to experience storm surges and the hurricane may dump heavy rains across the entire mid-Atlantic region, causing risky floods.
Here are the projected paths for Florence to make landfall.
Senators and Congressmen from Virginia urged President Trump Monday to declare a federal emergency before Hurricane Florence makes landfall later this week.
In these coastal areas, heavy surf and elevated water levels arrive by Wednesday morning, and rainfall could begin by Thursday morning. "We are going to put everything else away and then we are going to put some concrete blocks in front of the doors just so rushing water and wind can't blow the doors back in", said Matthew Littleton with Casper's Marina.
"With Hurricane Florence on its way, we determined that this is the safest decision", Michael Glassner of the Trump Campaign said in a statement. "But we're willing to suffer some inconvenience".
The US Navy said it was sending almost 30 ships from coastal Virginia out of port to ride out the storm.
North Carolina's wild horse herd has seen its share of storms, though. The governors of both states declared states of emergency. The governor of SC was the first to issue a state of emergency on Saturday. The designation gives officials the power to do order evacuations, establish shelters, prohibit travel and impose curfews.
Gov. Northam declared a State of Emergency for the Commonwealth Saturday, one day after Gov. Roy Cooper declared a State of Emergency for North Carolina. "We are hoping for the best and preparing for the worst", he said.
Florence could bring a deadly coastal storm surge, and inland flooding as far north as Virginia, the NHC said. As of Monday evening, only United hadn't announced waiver policies for Florence. On the other end of the spectrum, this storm will be a prolonged heavy rain event as the system starts to slow down after landfall.
Last month, a filly was born to the herd - the most recent foal born this summer.
Hurricane-force winds are extending up to 65 kilometres from the storm's centre, while tropical-storm-force winds are blowing out at up to 240 kilometres. That powerful storm was blamed for 21 deaths on the USA mainland, five in Puerto Rico and 24 more throughout the Caribbean.
An average hurricane season includes at least 12 named storms - which may be less powerful than full-fledged hurricanes - and six hurricanes, with three of those being major storms. Behind Isaac, Hurricane Helene is picking up strength, with twist paces of more than 105 miles per hour as of Monday afternoon.
Currituck County, where the herd lives, ordered a mandatory evacuation of the Outer Banks communities, Corolla and Carova, beginning at 7 a.m. Tuesday.
Amtrak is also waiving fees for travelers and said it will accommodate customers on other trains.
Hurricane Florence was upgraded to a category 4 hurricane today (category 5 is the highest level), with maximum sustained winds around 130 miles per hour.
The storm's effects were already apparent on barrier islands as rip currents hit beaches and seawater flowed over a state highway. Beachgoers have been warned to avoid the ocean, and ferries that service the state's coast have been canceled.
