The hurricane has maximum sustained winds near 75 miles per hour (120 km/h) and it is expected to strengthen over the next couple of days.
Southeastern North Carolina remains in the middle of the storm's "cone of uncertainty", with the cone extending from roughly Hilton Head, S.C., in the south to the Chesapeake Bay in the north.
"While our state is not under any current weather advisories, in Florida, we know how quickly a major storm can shift its path and we cannot leave preparedness up to chance".
Where is the hurricane now?
As of noon ET Monday, Florence was moving at 13 mph, some 575 miles south-southeast of Bermuda the hurricane center said.
With winds of 115 miles per hour (185 kph), the storm had reached Category 3 strength on the five-step Saffir-Simpson scale by 11 a.m. on (1500 GMT) on Monday, according to the National Weather Service.
But the gravest threat to the US remains Hurricane Florence, which is expected to strengthen to a major hurricane by Monday night and remain "an extremely unsafe major hurricane" through Thursday, according to the Hurricane Center.
What else should I know?Hurricane Florence is expected to make landfall on Thursday and will most heavily impact the coastal states of South Carolina, North Carolina and Virginia.
SC has seen just three such storms - the last in 1989, with expets warning the latest is likely to wreck houses, snap trees and leave hardest hit areas uninhabitable for months.
Mr Cooper said he had asked Mr Trump to declare a federal state of emergency for North Carolina. No doubt evacuation orders will continue over the next few days for cities and town up and down the Coastline in those areas. And with little wind shear to pull the storm apart, Florence's hurricane wind field was expected to expand over the coming days, increasing its storm surge and inland wind threats, and raising the likelihood of life-threatening freshwater flooding.
The 2018 hurricane season has been quiet up to this point, but now there are two more systems developing behind Florence. "Storm Surge and Hurricane watches could be issued for portions of these areas by Tuesday morning". "Florence is expected to be an extremely unsafe major hurricane through Thursday".
Dare County officials ordered everyone to leave Hatteras Island on Monday.
All government services will remain in operation tomorrow as Hurricane Florence passes to the south of the island. "If slows after landfall may cause heavier rain & winds".
Hurricane Florence is intensifying and expected to transform into a major hurricane as it barrels toward the southeastern USA coast, where forecasters expect a life-threatening storm surge, major flooding and damaging winds this week.
