Followers of a controversial Indian guru have started to withdraw from his 1,000-acre compound in Sirsa, Haryana, after a tense stand-off with soldiers.
Haryana chief secretary D.S. Dhesi said that Ram Rahim's "Z-plus" security cover was withdrawn after his conviction in the 2002 rape case.
The government seems to have acted on the orders of the Punjab and Haryana High Court.
All the deceased, who belong to Sirsa, have been identified, Sandhu said.
The Haryana government has faced severe criticism from opposition Congress and a state court for failing to stop the rioting and vandalism.
Curfew had been clamped at several places in Haryana and Punjab after the violence but officials said the curfew was relaxed at most places on Saturday morning to allow people to buy essentials. "You can't blame them", he said soon after his return from the SCO summit in Kyrgyz Republic. Rail services have resumed on the Delhi-Katra route, but restrictions remain on Sirsa and Hisar routes, the DGP said.
When the sentencing day dawns, all schools and colleges will remain closed.
The town of Sirsa, home to Dera's headquarters, is already under lockdown, BS Sandhu, Haryana's police chief, told Reuters.
However, the best laid plans can go awry and the end result was not as scripted: the state government landed at the doorstep of the mortuary keeping a count of the corpses of hapless Dera followers who turned marauders, possibly provoked by a media that was baying for the arrest of their rapist baba. "We have made foolproof security arrangements", he said.
Just three months back, Chief Minister Manohar Lal Khattar had announced tax exemption for six months on movie "Jattu Engineer" featuring Ram Rahim Singh. He also said that a total of 39 cases had been registered in Punjab with regards to the violence on Friday. Panchkula, a suburb of Chandigarh and the epicentre of violence, accounted for 28 deaths.
"We are prepared and are hoping that tomorrow's events related to sentencing and afterwards will pass off smoothly". A senior police officer said in Sirsa that law and order situation is under control as there has been no report of violence since last night.
Rohtak Range IGP NS Virk said a special CBI Court would be held inside the Sunaria jail premises in Haryana's Rohtak. Some smashed cars and set media vans alight, insisting he was innocent.
The High Court didn't mince words to accuse the Khattar government of succumbing to "vote bank politics" (the Dera had supported the BJP in the 2014 elections) and letting the Dera followers gather and create mayhem.
"Summary: The CM and his ministers were not keen on restricting Dera followers from gathering in groups, despite Section 144 being imposed in Panchkula", Chautala said.
