In a document outlining the working-group sessions, the White House said the federal government should require "making it easy for agencies to use the cloud". He said there was "a lot of room for optimization in the federal government".
At the first meeting of the American Technology Council - which the president established by executive order in May - Mr Trump stressed the need to "transform and modernise" the USA public sector's use of technology.
"Together we will unleash the creativity of the private sector to provide citizen services in a way that has never happened before", Kushner said.
Representatives from the largest USA tech companies, including the executive chairman of Google's parent company Alphabet Eric Schmidt, Amazon's CEO Jeff Bezos, Apple's chief executive Tim Cook, and Satya Nadella, Microsoft's CEO, discussed how to make the federal government more efficient.

The American Technology Council, established by an executive order in May, signed by Trump, attracted 18 technology executives.
When speaking of the administration's hardline approach to immigration, Cook cited the Deferred Action for Childhood Arrivals (DACA) program, an Obama initiative that allows certain illegal aliens who entered the country as minors to be deferred from deportation and become eligible for a work permit.
Eric Schmidt, executive chairman of Alphabet (NASDAQ: GOOGL) (NASDAQ: GOOG) is also attending the meeting.
During his election campaign, Trump had little support from Silicon Valley, with most leading tech company executives distancing themselves from the Republican candidate.
Technology's multicultural and diverse talent pool can not exist without incentives for workers from all corners of the world, more so when the case is that numerous CEOs of these companies are naturalized foreigners themselves. The British daily, however, noticed the conspicuous absence of Facebook executives Mark Zuckerberg and Sheryl Sandberg because of schedule conflicts.
The council also seeks to boost the cyber security of US government IT systems and wants to learn from private-sector practices. Tesla and SpaceX CEO Elon Musk quit two of Trump's advisory councils after the president's Paris climate decision. The ATC was designed by Trump to help cut government waste.
