China, US agree aim of "complete, irreversible" Korean denuclearization

Mattis was speaking after high-level security talks Wednesday with China in which North Korea was a key topic of discussion.

He says, "We must step up our efforts to curtail these sources of revenue".

USA diplomatic and defense chiefs met their Chinese counterparts for security talks and pushed China to rein in companies that allegedly deal with its wayward ally North Korea in violation of United Nations sanctions. Since 1972, the USA position, which successive US administrations have called America's one-China policy, has been that while it understands that China wants to annex Taiwan, it takes no position on Taiwan's sovereignty.

The Rodong Sinmum commentary suggests that the USA government is suffering from its own crisis, which could include "the impeachment of Trump", and that the president is now considering launching a preemptive strike against North Korea because of his "tough situation" at home. Trump indicated to Xi Jinping at their Mar-El-Lago summit in early April that he wanted progress on North Korea within one hundred days so there could be some aggressive moves by the U.S. administration, including sanctions on Chinese firms, by mid-July.

China's top diplomat Yang Jiechi and General Fang Fenghui met Tillerson and Defense Secretary Jim Mattis during the talks.

The security talks between US and Chinese diplomats and defense chiefs are occurring amid outrage in Washington over the death of Otto Warmbier days after the American student was released from imprisonment in North Korea in a coma.

"To see a young man go over there healthy and, (after) a minor act of mischief, come home dead basically. this goes beyond any kind of understanding of law and order, of humanity, of responsibility towards any human being", Mattis said. Speaking about China's efforts to obtain advanced American technology by forcing USA companies to share their trade secrets with potential Chinese competitors in exchange for a piece of China's market, Lighthizer was blunt: "It's another example of China trying to take control of a critical industry ... there is no "reciprocity" at all, as Chinese companies face nothing like this in the U.S". This is not the first time that North Korea has offered to suspend its nuclear weapons and missile testing in exchange for South Korea and the U.S. suspending their joint military exercises.

The death of an American college student after his imprisonment in North Korea is threatening to overshadow the talks at the State Department.

The talks also covered the South China Sea, where Beijing's island-building and construction of possible military facilities have rattled neighbors and caused tension with Washington.

Tillerson and Mattis maintained hope for continued collaboration between Beijing and Washington on the North Korean crisis.

"While I greatly appreciate the efforts of President Xi & China to help with North Korea, it has not worked out". North Korea hasn't conducted a nuclear test explosion as feared earlier this year but has kept up its rapid pace of missile launches.

USA and Chinese diplomats and defense chiefs are meeting later Wednesday in Washington for security talks. "You could say that North Korea is showing it means to verify both sides' stances toward the negotiations while it's at the door leading to those negotiations". "Why would I call China a currency manipulator when they are working with us on the North Korean problem?" he wrote in a tweet in April, defending the reversal of a campaign promise.
