South Korean President Moon Jae-in said in an interview with "CBS This Morning" that North Korea must bear "heavy responsibility" for Warmbier's death.
"No conclusions about the cause and manner of Mr. Warmbier's death have been drawn at this time as there are additional medical records and imaging to review and people to interview", Sammarco said in a written statement Tuesday.
The US student held in captivity for more than 15 months in North Korea has died a week after returning home. Like student Otto Warmbier, he visited North Korea with a tour group and was taken into custody at the airport when trying to leave.

Suffering from severe brain damage, he died Monday in his hometown of Cincinnati, Ohio, surrounded by family who decried his "awful torturous mistreatment" at the hands of Pyongyang, while taking solace in the fact he made it home before he died.
Trump said this week that "the results would have been different" had Warmbier been released and brought home sooner, but he did not provide any specific details. South Korea's Defence Ministry said the bombers engaged in routine exercises with its fighter jets aimed at deterring the North. Americans comprise about a fifth of all non-Chinese tourists to North Korea, tour operators say.
North Korea has had five nuclear test so far and US military options are prepared if there's a sixth.
"We can make speculations that there were many unjust and cruel treatments to Mr. Warmbier", he said.
Top U.S. and Chinese diplomats and defense chiefs are meeting in the U.S. capital for security talks, and North Korea will get "top billing", according to Susan Thornton, the senior U.S. diplomat for East Asia.
