His eyes opened and blinked but without any sign that he understood verbal commands or his surroundings. He died six days later surrounded by relatives in his hometown of Cincinnati, Ohio. "We should not use this incident as a kind of opening for them".

Warmbier died on Monday after returning to his hometown in OH, triggering outrage in the United States.

"The devastating loss of Otto Warmbier's life has led us to reconsider our position on accepting American tourists", a statement said.
