Aluminium composite panels are used to add insulation and to make a building more attractive, and consist of two metal panels sandwiching an inner material such as polyethylene, which was reportedly the case at Grenfell Tower. The paneling has been blamed for quickly spreading the flames.
A spokesman for the Department for Communities and Local Government told CNN that the use of a composite aluminum panel with a polyethylene core would breach current United Kingdom building regulations guidance, which says this material should not be used as cladding on buildings over 18 meters (59 feet) in height.

The group previous year completed a 10 million pound ($12.8 million) renovation that included new outside insulation panels, double-paned windows and a communal heating system. They say their complaints were ignored - and fear it was because the tower was full of poor people in a hugely wealthy neighborhood.
"I have friends in the tower and they are not telling us anything", said Salwa Buamani, 25, who took part in the peaceful protest outside with her three-year-old niece.
"Occupy it, compulsory purchase it, requisition it - there's a lot of things you can do", the Labour leader told ITV's Peston on Sunday.
