The shooting occurred during practice for the annual Congressional baseball game-a summertime tradition in the nation's capital.
"A lot of us went into the dugout - we thought the gunfire was coming near the third base dugout - just to get some cover", Flake said.
At least five people were wounded, Brooks said, naming Scalise along with a congressional staff member, two law enforcement officers, and another officer who was either with the Capitol Police or Secret Service.
"The gun was a semiautomatic", Brooks said, adding that he was sure it was a rifle but unsure what kind. "People have the biggest differences of opinion on politics, and yet when their team is on the field, people come together".
The shooting shattered the quiet Del Rey neighborhood, where a police vehicle with the driver-side window shot out can still be seen directly next to ball field. "We are deeply saddened by this tragedy".
House Speaker Paul Ryan (R-Wis.), who cancelled the day's events on Capitol Hill, was among the members of Congress who spoke from the floor after the incident, declaring, "An attack on one of us is an attack on all of us".
"Congressman Scalise is a friend, and a very good friend", Trump said.
The Bureau of Alcohol, Tobacco, Firearms and Explosives says it is examining two weapons involved in the shooting. "I am incredibly thankful for the fearless actions of the Capitol Police officers and first responders at the scene".
The practice was for a bipartisan baseball game scheduled for Thursday.
Texas Rep. Roger Williams says a member of his staff was also shot and was receiving medical attention.
President Trump said on Twitter that Scalise "was badly injured but will fully recover".

The shooter opened fire at a baseball field at Eugene Simpson Stadium Park, across the street from Alexandria's YMCA, according to accounts from witnesses and police.
