"That wasn't the case in game one", Walters said.
When asked how the big stars like Cameron Smith and Johnathan Thurston are going to react to the sacking of players, Walters was quick to hose the question down.
"The whole rugby league world knows that Coen is ready", Walters said.
Hess was picked despite suggesting he wasn't ready for the next step and his Cowboys coach Paul Green urging selectors to look elsewhere.
"We are very excited about having Billy in the side", Walters said.
Oates was the hard-luck story but with Slater returning and Holmes continuing his quality run of form, he drew the short straw.
Former Queensland front-rower David Shillington has thrown his full support behind a potential Origin return for Melbourne Storm fullback Billy Slater on the eve of team selections for Origin II at ANZ Stadium. But we felt the time was right for Valentine Holmes. He is the current Australian winger, so leaving him on the sidelines was probably not the right option for us.
Any bid to overlook Wallace in Queensland's initial squad, allowing him serve his ban in the Titans' Friday clash with South Sydney before being brought into camp, is bound to be met with outcry from south of the border.
Rockhampton's Tim Glasby will make his debut from the interchange bench. The 33-year-old has played 29 games for the Maroons but coach Kevin Walters will now look to fresher faces to add punch around the edges, including Hess, North Queensland's young bull that will find out whether he's ready for Origin in just over a week.
"Corey is a big body but Valentine is a genuine winger".
Queensland took the unusual step of only naming their 17-man team alphabetically, but Darius Boyd is expected to move to left wing in place of Oates to make way for Slater at the back.
"He played in the grand final at ANZ Stadium a year ago so he's no stranger to a big game".
With NSW 80 minutes away from claiming the shield on home turf next Wednesday, Walters is ringing the changes with rookies Val Holmes, Coen Hess and shock bolter Tim Glasby coming in alongside Maroons masters Billy Slater and Johnathan Thurston.
