N. Korea Rejects New UNSC Resolution, Vows to Continue Nuke Program

Dean further touched on Washington's military buildup in different parts of the world, including near the Russian border.

The council voted unanimously to back the sanctions after weeks of negotiations between the US and China.

Since his election, Trump has insisted that China rein in its neighbour, insisting that all options were on the table if its missile development programs weren't shut down.

Though US military exercises in the Korean peninsula had been controversial in the worldwide community, US Ambassador to the UN Nikki Haley urged Security Council members to enforce the new sanctions.

"Beyond diplomatic and financial consequences, the United States remains prepared to counteract North Korean aggression through other means, if necessary", UN Ambassador Nikki Haley said after the unanimous vote.

China blocked tough new sanctions against North Korea that the United States pushed in the U.N. Security Council on Friday.

The U.S. has about 28,500 troops permanently based in South Korea, a defense treaty ally.

Japanese Prime Minister Shinzo Abe has voiced support for the unanimous United Nations decision and called on North Korea to refrain from repeated nuclear tests and missile launches.

The US Navy on May 25 conducted a "freedom of navigation" operation in the South China Sea, when the USS Dewey guided-missile destroyer sailed within 12 nautical miles (22.22km) of Mischief Reef (Meiji Reef, 美濟礁) in the Spratly Islands (Nansha Islands, 南沙群島).

Nevertheless, China was reminded by Mattis that its " artificial island construction and indisputable militarization of facilities on features" in the worldwide waters of the South China undermine regional stability, while also reasserting the US military's right to "continue to fly, sail and operate wherever global law allows and demonstrate resolve through operational presence in the South China Sea and beyond".

"In the spirit of regarding history as a mirror and looking forward into the future, China has been devoted to the continuous improvement and forward movement of China-Japan relations", he said.

North Korea condemned on Sunday the latest United Nations sanctions against it, saying that they were aimed at hindering its efforts to strengthen its nuclear power.

"Our two countries can and do co-operate for mutual benefit. Once we've exhausted all possible alternatives, the Americans will do the right thing", he said. "All states involved in territorial disagreements in the South China Sea need to adhere to the principle of the non-use of force", he said.

"While competition between the U.S. and China, the world's two largest economies, is bound to occur, conflict is not inevitable", Mattis said.

Mattis also directed severe criticism at China's land reclamation and militarization activities in the South China Sea.

In his speech at the annual Shangri-La Dialogue forum, Gen Mattis said: "We oppose countries militarising artificial islands and enforcing excessive maritime claims". He said, United States can not and will not accept unilateral, coercive changes to the status quo.
