The Premier League is waiting on further information from both Southampton and Liverpool over an alleged illegal approach for Saints defender Virgil van Dijk before deciding whether an investigation would be appropriate, sources tell Press Association Sport.
However, it was reported that van Dijk met Klopp in Blackpool to discuss the proposed transfer - which would have been in breach of the Premier League's rules on "tapping up" rather than going through with a formal enquiry.
"Where all these stories came from, they just jumped the gun a little bit early and maybe should have held fire until Liverpool had agreed a fee with Southampton then maybe they would have got the man".
Southampton have sold star players in each of the previous three summers and, while offers in the region of £70 million may cause a reappraisal, now believe that he will stay.

Van Dijk may now question Liverpool's commitment to a deal that always appeared problematic given he is under contract at Southampton for another five years.
Le Tissier, a Southampton great who made 540 appearances for the Saints during the 1980s and 1990s, admonished Liverpool for their conduct, joining several ex-professionals in criticising the club.
It's a tricky one. I can see Manchester City paying the money for him due to the fact that their centre-backs are arguably worse than Chelsea's. The club's embarrassment could soon turn into something even worse.
I don't think they have no chance whatsoever but I think their chances are definitely worse after all this. "I'm a huge fan", he said. Efforts to sign Mohamed Salah have also stalled in recent days with Liverpool reluctant to meet Roma's asking price. "Van Dijk ticks all those boxes so I hope the move can still happen".
