Used as a residential and commercial center, Resorts World Manila is among the elite complexes in Newport City in the Philippines.
The complex, which is described on RWM's website as "the first and largest integrated resort in the Philippines", is located across from Ninoy Aquino International Airport.
Fire trucks, ambulances and police cars were also reportedly rushed to the area.
Reporters on the ground said it was an ongoing operation with SWAT teams engaging the attacker or attackers.
A source at one of the resorts told Reuters that employees were being evacuated and declined to give more details. Ordanza said the gunman he saw had a black cloth or scarf hiding his face.
Footage posted on social media appears to show guests running for their lives as gunshots ring out across the resort.
Other news outlets have reported explosions as well as gunfire gunfire.
Philippines President Rodrigo Duterte declared martial law over the island of Mindanao last week after the crisis began. Manila was not covered by that state of emergency.
