In a tweet, Manchester police said that the photos were taken from CCTV and urge residents to come forward with any information about Abedi's movement from May 18 through the deadly suicide bombing Monday night.
Eight suspects are now in detention on United Kingdom soil in connection with the blast, for which ISIS has claimed responsibility.
Along with the 11 suspects in United Kingdom custody, police in Libya have detained Abedi's father and brother. "Further arrests are likely, although police believe they have got hold of a large part of the network", Rowley said.
British police investigating the Manchester Arena bombing arrested a ninth man while continuing to search addresses associated with the bomber. "We will be thinking about all the people who died and were injured".
Prime Minister Theresa May said developments in the investigation into the bombing meant that intelligence experts had chose to lower the threat level from its highest rating "critical", meaning an attack could be imminent, to "severe".
"As part of the ongoing investigation into the attack on Manchester Arena, two men aged 22 and 20 have been arrested on suspicion of offences contrary to the terrorism act", a Greater Manchester Police statement said.
British Transport Police Chief Constable Paul Crowther says the force has "radically increased" its presence since the Monday night attack in Manchester. "This was not an intelligent person", the man said of Abedi, 22.
Police have reviewed security at more than 1,300 events over a weekend that includes a number of football matches at Wembley and an athletics meeting in Manchester. Before kickoff, Prince William laid a wreath in memory of the victims alongside Manchester Mayor Andy Burnham. "But I grew up in Ireland, so bombs did go off there and life does go on".
But she added defiantly: "We will not quit or operate in fear". She asks that people's response to violence be to "to love more, to sing louder and to live more kindly and generously than we did before".
A total of 66 people remain in hospital, with 23 in critical care. We won't let this divide us.
Ariana Grande released a heartbreaking statement on her Twitter Friday afternoon, sharing what fans' support has met to her over the past few days and announcing that she'll be returning to Manchester for a benefit concert in the near future.
