The principality club announced that a deal had been reached for Portuguese star Silva to go to City, with sports daily L'Equipe reporting a transfer fee of an initial €50 million for the former SL Benfica winger, nominated for the Ligue 1 Player of the Year prize.
Jubilant to sign the contract, Silva said that the prospect of working alongside manager Pep Guardiola was a big factor in his decision. To be honest I'm now at one of the best teams in the world.
Bayern Munich have also been linked with Walker, but it appears City is his most likely destination, while Spurs may be happy to cash in as they have a ready-made replacement in Kieran Trippier, who was preferred on a number of occasions towards the end of last season.
Silva started his career with Portuguese giants Benfica before moving to Monaco in 2014 on a season-long loan.
"Muito Obrigado Bernardo. and Good Luck!", said Monaco on their website.
Silva's signing represents Guardiola's opening attempt to remodel the squad who disappointed in failing to win a trophy and finishing third in the Premier League this season.
The Guardiola-led club also confirmed that Gael Clichy, Jesus Navas, Bacary Sagna and Willy Caballero will leave the club on free transfers this summer, while Pablo Zabaleta will join West Ham on a two-year deal when he officially leaves City in July.
Meanwhile the City future of midfielder Yaya Toure remains uncertain after he was initially sidelined by Guardiola, only to fight his way back into the reckoning for a first-team place.
But it's claimed Mendy is closing in on a move to Manchester City.
