China urges North Korea talks, skirts questions on US sanctions push

The South's military initially feared the object was a North Korean drone and more than 90 machine gun rounds were fired at it as warning shots.

Additionally, two suspected North Korean drones were found in South Korea in 2014, one on the island of Baengnyeong and another in the city of Paju, close to the border.

Britain's UN Ambassador Matthew Rycroft and French UN Ambassador Francois Delattre both said on Tuesday they supported strengthening the UN sanctions on North Korea.

But the test was North Korea's second in a week and South Korea's new liberal government said it dashed its hopes for peace.

He said Japan is talking to the U.S., South Korea, and close neighbors Russian Federation and China to make sure pressure on the North is continued "and even strengthened so that North Korea will change its policy".

Attacks blamed on North Korea in 2010 killed 50 South Koreans.

The UN council also agreed to "take further significant measures including sanctions" to force the hermit state to change course and end its "destabilizing behavior".

Solid-fuel missiles can be fired far more rapidly, dramatically shortening the time available for any attempt to intervene and prevent a launch.

Liu spoke after a closed-door Security Council meeting on North Korea's latest missile test on Sunday.

It noted that North Korea's "illegal ballistic missile activities are significantly contributing to its development of nuclear weapons delivery systems" and expressed regret that Pyongyang chose to divert its resources in pursuit of this program, while its "citizens have great unmet needs".

In the coming days, Moon is expected to dispatch diplomatic and security envoys to the US, Russia, China and Japan to discuss the North Korean issue.

Experts said that rocket flew higher and for a longer time than any other missile previously tested by North Korea and represents another big advance toward a viable ICBM.

The Security Council adopted two sanctions resolutions previous year to ramp up pressure on Pyongyang and deny leader Kim Jong-Un the hard currency needed to fund his military programs.
