Seaman feels that Arsenal need to make high-profile signings and alter their wage structure if they are to compete for honours next season.
"When you're saying that fourth is OK, and it certainly wasn't in the era I played in, I don't know where that came from", Keown said.
"We can qualify and all that stuff and it will be a good pre-season, so I'm really looking forward to it".
"I don't want to say we are already in -- qualification is qualification -- but we are really strong, we want to fight for it and be there".
However, the 24-year-old has dismissed recent reports as "speculation" and believes he can achieve greater success with the Reds in the Premier League than with another club in the Bundesliga or La Liga.
"Personally the biggest thing for us at City was winning the FA Cup: getting that first trophy under our belt, winning something, giving you that belief".
In the current format, pot 1 contains the Champions League holders and the champions of the top seven leagues based on the UEFA country coefficient (Spain, Germany, England, Italy, France, Russia, Portugal).
The Gunners finished outside the top four for the first time in 21 years, the first time under the French manager that the scenario has occurred.
