By the time investigators determined they were not the missing emails - and it did not change their initial decision not to seek prosecution - the national narrative had already shifted back to Clinton's emails, with just days left before the election. "It wasn't a ideal campaign - there is no such thing - but I was on the way to winning until a combination of Jim Comey's letter on October 28 and Russian WikiLeaks raised doubts in the minds of people who were inclined to vote for me and got scared off". Democratic Senator Patrick Leahy asked.
"Well, certainly, in my view, the greatest threat of any nation on earth, given their intention and their capability", Comey replied.
Comey meanwhile refused to comment on where the Russian Federation investigation stands now or who on the Trump team is being examined for possible collusion with Moscow.
"She said the words, 'I'm responsible, ' but the - everything else suggested that she doesn't really feel that way", he continued, "and I don't think that helps her in the long-run". The day after Comey's announcement, Nunes took a clandestine trip to the White House as part of a cascade of events that nearly derailed the House Russia investigation, but instead ended with the Nunes stepping aside from leading the investigation.
The repercussions from Comey's action continue to reverberate across the political spectrum. But the appearance comes just one day after both President Donald Trump dismissed "phony" ties between his campaign and Moscow, and Clinton partially blamed Comey's handling of the investigation for her stunning loss.
Earlier in the day, Clinton discussed her 2016 election loss with CNN's Christiane Amanpour at a Women for Women International event in NY.
"She has a legitimate beef because (James) Comey's letter was instrumental ... in her defeat", Axelrod allowed, referencing Clinton's claim that the Federal Bureau of Investigation director's October 28th note to Congress cost her the Oval Office.
"Lordy, has this been painful", Comey said.
Comey repeatedly rebuffed questions Wednesday about the ongoing FBI counterintelligence investigation into whether any of Trump's current or former aides cooperated with Russian intelligence agencies during the presidential race.
"I don't know yet", Comey said.
During the roughly two-hour hearing, sources said, a number of the Republicans and Democrats on the House Russia investigation stuck close to the same partisan lines of questioning that Comey endured during a March public hearing before the panel.
