Vettel's second-placed finish still sees him extend his lead at the top of the drivers' championship to 13 points ahead of Mercedes' Lewis Hamilton, who was only able to finish fourth behind Raikkonen.
Palmer, who crashed out of qualifying on Saturday, was in the wall at turn two, although it looked as though Romain Grosjean was at fault.
Four cars failed to even make it lap seven.
"I don't remember the last time we had that [overheating]", Hamilton said.
"Why is my auto overheating?" he asked at one point. "When I got the message we got it I was over the moon". Raikkonen was 11 seconds behind the victor while Hamilton fell behind his teammate by 36.32 seconds. Behind them was Räikkönen, who finished 11 seconds back. Bottas - the 107th different victor of an F1 race - closed to within 10 of his Mercedes team-mate in third.
His previous best results were at the British GP and German GP where he secured second places in 2014 for Williams.
Perez chalked up his 14th successive points finish as Force India closed the gap on Red Bull to 26 points and consolidated fourth place. Russian President Vladimir Putin arrived midway through the race before taking his seat in an awkward sandwich between Bernie Ecclestone and Chase Carey, the American who deposed him as the sport's chairman.
Sebastian Vettel says it's too early to rule Red Bull out of the F1 title race - and hinted he expects a dramatic improvement from his former team in Spain in two weeks' time.
"I immediately opened the radio 'tell me about the others, tell me about the others!'", he said.
"A big congratulations to Valtteri, he did an exceptional job all weekend - he was quickest".
And retired three-time title victor Lauda believes Bottas can now push on in search of further wins, having taken his first chequered flag in just his fourth race for Mercedes.
"This odd opportunity came over the winter to join this team and I have to thank the team for making this possible", he added after meeting Russian president Vladimir Putin before spraying champagne on the podium. It is his day. I had a good start, it was a match with Valtteri, but he had a massive tow.
"From a gut feeling now, we have a lot of work in front of us to make our vehicle a sustainable victor and us again for the championship".
"But to actually get that confirmation, get that result - because results are what matters in this world, how much you can collect points, how many races you can win, how many times you can be on the podium - that's the name of the game".
