Pence says trade with South Korea must change

"They don't want to see chaos in North Korea but they also are not fans of a unified Korean peninsula because what they don't want to see is US military force on their border in a unified Korea", Townsend said.

Tensions on the peninsula have ratcheted up in recent weeks amid sabre-rattling from both the U.S. and North Korea.

The North regularly launches short-range missiles, but is also developing mid-range and long-range missiles meant to target USA troops in Asia and, eventually, the US mainland.

The U.S. military says an aircraft carrier participated in curtailed training with Australia before starting its journey north toward the Korean Peninsula.

The official said Tuesday that Japan still hopes to bring the US back into a multilateral framework such as the Trans-Pacific Partnership.

"The leader of North Korea again recklessly tried to provoke something by launching a missile", he said.

White House spokesman Sean Spicer said Trump would not be "drawing red lines in the sand" with North Korea.

The US trade deficit with South Korea in 2016 amounted to $27.6 billion. "President Trump has made it clear that the patience of the United States and our allies in this region has run out and we want to see change".

McMaster cited Trump's recent decision to order missile strikes in Syria after a chemical attack blamed on the Assad government, as a sign that the president "is clearly comfortable making tough decisions".

Christopher Hill, who served as ambassador to South Korea under President George W. Bush, recently returned from a trip there. He did not comment on what might have caused the missile to fail.

Tension has been building on the peninsula in recent days, amid warnings that the country's nuclear site is "primed and ready" for another test.

With a United States aircraft carrier group steaming to the area in a show of force, fears of a confrontation have been rising.
