North Korea accuses USA of creating situation for nuclear war

According to the U.S. Army, North Korea carried out a missile test that failed early this morning.

"We had good intelligence before the launch and good intelligence after the launch", the adviser told reporters on condition of anonymity.

Kim said the DPRK's policy is shaped by the Trump administration's push for "high intensity sanctions" against the country, deploying tactical nuclear weapons in South Korea and launching military action aimed at "beheading" the North's leadership headed by Kim Jong Un. Amid rising tensions with North Korea, Pence pointed to recent high-profile US military actions in Syria and Afghanistan as evidence of the Trump administration's "strength and resolve".

"Whatever change happens in your elections the commitment of the USA to South Korea's safety and security will remain unchanged", Pence said.

Russian Foreign Minister Sergei Lavrov said on Monday that Moscow could not accept North Korea's "reckless nuclear actions" but said he hoped the United States would not take any unilateral action against Pyongyang.

He went on to say, "President Trump has made it clear that the patience of the United States and our allies in this region has run out, and we want to see change".

It's the second foreign trip for Pence as vice president. The official said the missile blew up so quickly there is limited data.

Along with the deployment of the US aircraft carrier and other vessels into waters off the Korean Peninsula, thousands of USA and South Korean troops, tanks and other weaponry were deployed last month in their biggest joint military exercises.

Kim called the press conference to "categorically reject" the U.S. decision to hold an open meeting of the Security Council on April 28 on North Korea's nuclear program which is scheduled to be chaired by U.S. Secretary of State Rex Tillerson.

Chinese tourists in Dandong, a city bordering North Korea, piled on to ferries and speedboats on Sunday as usual for cruises on the Yalu river and up-close views of North Korean border guards and villages. But Pence expressed impatience with the unwillingness of the regime to move toward ridding itself of nuclear weapons and ballistic missiles.

The White House adviser said Trump and China's President Xi Jinping had discussed a number of steps at their summit this month and "we've seen the Chinese already take some initial steps towards that" - citing the turning back of coal ships from North Korea.

While Trump has employed tough rhetoric in response to North Korea's recent missile tests, the president's options appear limited in dealing with a challenge that has vexed his Oval Office predecessors.

The officials weren't authorized to speak publicly on the results of the policy review and requested anonymity. Abe also urged China and Russian Federation to play more constructive roles on the issue.

According to the adviser, the test had been expected and the USA had good intelligence both before and after the launch.

Pence's first trip to South Korea carries personal meaning as well.

"We will defeat any attack and we will meet any use of conventional or nuclear weapons with an overwhelming and effective response", he said.

He said: " This latest missile test just fits into a pattern of provocative, destabilising, and threatening behaviour on the part of the North Korean regime.

Recent satellite images suggest its main nuclear site is "primed and ready", according to specialist U.S. website 38North.
