Can "renewed harmony" with USA allies help sway Russian Federation on Syria?

U.S. Secretary of State Rex Tillerson and world leaders are holding an urgent meeting in Italy to discuss the crisis in Syria. The centerpiece of that diplomacy will come Tuesday morning when Tillerson takes part in a meeting of "likeminded" nations on Syria, including several Arab nations invited to attend.
The joint command centre also said the presence of U.S troops in northern Syria where Washington has hundreds of special forces helping the Syrian Democratic Forces (SDF) to oust Islamic State was "illegal" and that Washington had a long-term plan to occupy the area.
"We denounce the U.S. missile strike on Syria and regard it as a flagrant violation of an independent country's sovereignty (and) a measure that needs to be addressed and condemned in the UN Security Council", Rouhani said, according to Iranian media.
Turkey's Foreign Minister Mevlut Cavusoglu said Ankara sees the US intervention in Syria as appropriate but not enough.
President Donald Trump's national security adviser is calling on Russian Federation to re-evaluate its support for Syrian President Bashar Assad, leaving open the possibility of additional USA military action against Syria.
The US missile strike on Syria contained a clear message for North Korea and its main ally China, analysts said, but not one strong enough to push Pyongyang off its nuclear weapons path.

The foreign secretary is working with US Secretary of State Rex Tillerson to mount pressure on Russian Federation to sever its support for Assad.

In the hours leading up to Trump's decision to order the strikes, Tillerson was among the most forward-leaning of Trump's top aides in suggesting the USA would deliver an "appropriate response".

However, he did not voice support for seeking a USA role in regime change in the country. Some officials, like Tillerson, said the US was confident Syrians would choose on their own to push Assad aside, while suggesting the USA wouldn't mandate it. U.N. Ambassador Nikki Haley and others said that ousting Assad was indeed a USA goal, but only one of several.
