In addition to keeping an eye on Mr. Flynn, an anonymous official told the New York Times that Bannon was to "de-operationalize" the NSC after the Obama administration. Trump's decision, first reported by Politico, came after Bannon and Trump's son-in-law Jared Kushner, appealed to the president to keep the controversial aide.
The official said the move reflected Trump's dwindling faith in his national security adviser and that Flynn's daily presentations to the president were seen as disorganized and not up to par. Pence also praised National Security Adviser H.R. McMaster for his "extraordinary" military background. The original staffing was determined by Michael Flynn, the former national security adviser.
On his radio program, Rush Limbaugh joked that the White House might replace Bannon with Susan Rice. Dina served as Assistant Secretary of State for Educational and Cultural Affairs in the George W. Bush Administration and should be an experienced and moderating foreign policy voice in PC and DC meetings.
"No matter what his role is, Mr. Bannon's damaging influence on this administration should not be underestimated and is apparent in the actions President Trump has taken in his first days in office".
"This is just a natural evolution to ensure the National Security Council is organized in a way that best serves the president in resolving and making those hard decisions", Pence said.
Mr Bannon was elevated to the NSC's principals committee at the beginning of Mr Trump's presidency.
Under the new arrangement, Bannon can still participate in NSC meetings, but not necessarily all NSC meetings. The former NSC member is expected to maintain his role in national security decisions and will still have the highest level of security clearance in the West Wing.
While Perry struggled to regain his footing after his "oops" moment in a 2011 presidential debate, his tenure leading the Department of Energy has been one of the most drama-free of Trump's appointments so far. A USA official confirmed to The Associated Press that Ezra Cohen-Watnick had access to those kinds of intelligence materials, but maintained he didn't play a role in helping the California congressman gain access to the documents.
The White House later added the director of the Central Intelligence Agency to the NSC.
A source with knowledge of the move said Bannon can "still attend any meeting" where his expertise is needed. They respond to questions that can be resolved without involving the president. They and others interviewed for this story asked for anonymity because they are not authorized to speak publicly on the issue.
Wednesday's restructuring also reportedly downgraded the role of Trump's Homeland Security adviser, Tom Bossert, and put National Intelligence Director Dan Coats, and Joint Chiefs of Staff Chairman, Marine Corps General Joseph Dunford, back as "regular attendees".
