USTR released the list of trade irritants in 63 countries just after senior Trump trade officials announced an executive order to study the causes of USA trade deficits.
The second order will focus on stepping up the collection of anti-dumping and countervailing duties, which are levied against foreign governments that subsidise products so they can be sold below cost. USA has massive trade deficits totaling more than $500 billion per annum with 16 countries, including China and India. I'm not beholden to any political or financial interest.
White House Press Secretary Sean Spicer said the Department of Commerce and US Trade Representative will submit a "comprehensive report" to the president on the causes of the "unduly large deficit" within 90 days. "We're going to defend our industry and create a level playing field for the American worker, finally", the USA president said.
"They're cheaters! From now on, those who break the rules will face the consequences and they'll be very severe consequences", he said.
Spicer also said countervailing duties were put in place to address the problem of other countries "dumping undervalued goods" into U.S. markets, which makes it "impossible" for homegrown businesses to compete with "artificially low prices".
"My view is that the United States is about the least protectionist of the major countries, and that China is one of the most protectionist", he was quoted as saying by media reports. In others, foreign countries may make products substantially cheaper or better than in the US.
Briefing reporters on the executive orders, Commerce Secretary Wilbur Ross said the actions are created to show the world Trump is taking another step to fulfill his campaign promises. Companies in Germany, Austria, Belgium, France and Italy could reportedly see duties of between 3.62 and 148% imposed since the US Department of Commerce ruled that European steel producers had dumped their product into the USA market, undercutting American producers.
The biggest trade deficit was with China, at $347 billion in 2016, a 5.5% decrease from 2015 as imports from China fell.
