The blizzard warning - which will be in effect for 24 hours - will cover New York City and Long Island, as well as Fairfield, Westchester, Rockland, Bergen, Hudson, Essex, Union, Monmouth and Ocean counties.
The storm is still being tracked, but some estimates project up to 18 inches of snow will fall on parts of every New England state, except for Vermont.
It comes as images emerged of an "ice house" on the shores of Lake Ontario. "5 days of wind whipped Lake Ontario in WNY will do that (sic)".
The arrival of Storm Stella has lead to the closure of schools in New York City, while thousands of flights have been cancelled.
Winter Storm Stella hit New York City last night, and despite initial projections that a blizzard of historic proportions was on its way, the storm has now been downgraded to, well, a storm.
"A very strong winter storm could be life threatening for those who do not pay attention to safety precautions", the National Weather Service warned late Monday.
The snow will become heaviest Tuesday afternoon, falling at rates of two to four inches per hour, officials said.
On the night of March 12, Peter Pan Bus Lines announced that it would cancel its services for March 14 on 20 of its routes affecting transportation from upstate of NY to Washington D.C. The routes where the bus line won't be functioning on March 14 due to the storm are, Hartford to NY via places Danbury, Southbury, Waterbury, Farmington, New Britain, New Haven and Bridgeport.
Boston also could get 12 to 18 inches, with isolated amounts of up to 2 feet across northeastern MA. The city could see 15 to 30cm of snow. As the day goes on Tuesday, the snow is expected to turn into a mix of rain and snow that could persist through the afternoon into the evening. In Delaware, Wilmington could see 25cm. "The first low begins in the Midwest and progresses east to the Mid-Atlantic region".
The forecasters have also reported that Tuesday's snowfall will be making the weather colder with lows in the 20s and highs in the 30s. Periods of lighter snow or snow showers will continue into Tuesday evening.
Some lake enhancement will result in higher amounts of snow.
