Police say troopers arrested 21-year-old Rodriguez Cortez Johnson, Jr. late Tuesday night.

After a tactical team and negotiators arrived Cortez did surrender and is awaiting extradition to Payne County to face charges. He was shot in the torso and head and was flown to St. John's Hospital in Tulsa, where he died.

Mullins said Peck told her he meant to sell the marijuana in Stillwater, but a deal had fallen through, according to the affidavit. "(Johnson) pulled pulled a semi-automatic pistol out and began shooting (Peck, Dotter and Mullins)".

Carter allegedly used Mullins' phone to make six phone calls from the residence's backyard. The two men fled the scene with the bag. Another victim was in stable condition, and the third was treated and released.

Stillwater Police investigators and deputies with the Payne County Sheriff's Department said they located and arrested Carter at a mobile home, south of Stillwater, in rural Payne County.

That's when Carter borrowed a phone and walked back into the home with Rodriguez Johnson Jr., 19. The arrest came from an anonymous tip regarding Carter's location, according to the release.
