On Thursday, Reuters reported that in his phone call last month with Russian President Vladimir Putin, Trump criticized the 2010 New START treaty, an Obama-era agreement created to limit both sides' nuclear arsenals. Russian Federation has forcibly stopped the North Atlantic Treaty Organization's expansion, "which would have inevitably led to war, if not checked", continued Mr. Karaganov, adding "The EU has lapsed into a long-term crisis, and it would be good if Trump and Putin could establish new "rules of play" in Europe and decrease military tensions".
"The Reuters report.suggests that he's extremely ill-informed about the most serious foreign policy, national security issues a president needs to know", said Daryl Kimball, executive director of the Arms Control Association, a nonpartisan group focused on reducing nuclear stockpiles.
Officials in the White House are looking into leaks about President Donald Trump's phone calls with foreign heads of state, including Russian President Vladimir Putin, calling them "very concerning".
Donald Trump was caught unaware of a nuclear treaty with Russian Federation during a recent phone call with Vladimir Putin, Reuters reports. "We told everything we believed was necessary after the telephone conversation".
Trump has said he wants an early meeting with Putin and he is keen for the pair to forge an alliance to fight Islamic extremism. It referred Reuters to the official White House account issued after the January 28 call, which did not mention the discussion about New START. It does not limit non-deployed warheads. He charged that Russian Federation had increased its number of warheads and said, erroneously, that the United States was not permitted to do the same for non-deployed weapons.
Such signals include Nikki Haley's first appearance at the United Nations Security Council, in which Trump's U.N. ambassador said the sanctions would not be repealed "until Russian Federation returns control over the [Crimean] peninsula to Ukraine", a sentiment White House spokesman Sean Spicer has reiterated. "Not good. Our government shouldn't have allowed that to happen".
Under New START, both sides are obliged to reduce their number of nuclear missile launchers. We are old. We're exhausted.
Mr Jeffrey Lewis, an arms control expert at the Middlebury Institute of International Studies at Monterey, California, said the call was troubling because it showed Mr Trump has not taken the time to learn anything about nuclear policy since the election.
New START gives both the U.S. and Russian Federation until February 2018 to reduce their deployed strategic nuclear warheads to no more than 1,550 - the lowest level in decades. "He knows one thing, which is that Obama signed it, so he's going to rail against it", Lewis said.
"I would like to express my gratitude for Slovenia's willingness to organize this meeting", Putin said.
